WHO WILL DECIDE THE MARKET VALUE AND HOW WILL THIS BE DONE?

The market value is set by the acquiring authority.

The market value of properties is the value that would be attributed to a property in an ordinary sale and is set using estimation techniques, such as comparison, analysis and the income capitalization method. In the first case, the value of the property is determined on the basis of previous sales in the locality, in the second it is based on recorded market prices, such as on the Italian tax authority’s House Price Index, and in the third by capitalizing all income that the property is capable of providing for the owner. In estimating the value of a property subject to a compulsory purchase order, values are determined taking into account the actual state of the property at the time of purchase and external circumstances that give the property its particular characteristics.
