WHAT DOES CIPESS DO AND WHEN WILL WORK START?
The Interministerial Committee for Economic Planning and Sustainable Development (CIPESS) is responsible for policy and planning activities, approving strategic measures to drive economic growth.
Once the favorable opinion on the Environmental Impact Assessment (EIA) has been obtained — along with the outcome of the Services Conference, the completion of the EIA process, and definition of the financial plan confirming that the project is fully funded — CIPESS will grant its approval. This approval will mark the beginning of the construction phase, with the detailed design and the performance of preliminary works. The preliminary works, which will commence following CIPESS’s approval of the final design, will primarily involve preparatory activities for the construction site, with a focus on road system adjustments, the resolution of infrastructure interferences, the clearance of unexploded ordnance, archaeological, geognostic, and geotechnical investigations, and the setup of base camps.
Construction is scheduled to begin in 2025.
Additionally, CIPESS’s approval will establish the project’s Public Utility status, authorizing the eminent domain process. Compulsory purchases will proceed gradually in line with the progress of construction.
